It is a reasonable choice for South African applicants, who face no nationality ban on any of the four Caribbean programs and often treat Caribbean CBI as a plan B alongside a Portugal or Greece golden visa, and for Filipino applicants, whose Republic Act 9225 framework keeps dual citizenship straightforward.

It restricts or bans eight nationalities outright: Afghanistan, Belarus, Iran, North Korea, Russia, Somalia, Sudan and Yemen, with a conditional pathway for some of these if the applicant has lived outside the country of origin for ten years or more. The same EU pressure sitting over the other three Caribbean programs applies here too. An October 2025 European Parliament vote tightened the mechanism for suspending Schengen access over citizenship by investment programs, and a June 2026 European Commission letter asked Antigua and four other governments to tighten due diligence by September 2026 and phase out CBI entirely by 1 June 2028. Antigua remains visa-exempt for Schengen as of this writing, with the Commission's next review due December 2026.
