EU residency by investment
Portugal Golden Visa

Portugal's Golden Visa itself did not change in 2026. Portuguese citizenship did, and materially: under a Nationality Law change applying to applications submitted on or after 19 May 2026, naturalisation now requires 10 years of lawful residence for every nationality this site covers, up from a uniform 5 years previously. The golden visa route to residency still works the way it has since October 2023: a €500,000 qualifying-fund investment.
This page sets out what the fund route actually requires, what it costs beyond the headline €500,000, and the honest citizenship timeline behind it, not the 5-year figure still circulating in older marketing.
What the Golden Visa grants, and the citizenship timeline that just changed
The Golden Visa itself grants a renewable residence permit, not citizenship directly. It can lead to citizenship after naturalisation, but the naturalisation clock changed materially in 2026.
Under the May 2026 Nationality Law overhaul, applications submitted on or after 19 May 2026 need 7 years of lawful residence for EU or CPLP, Portuguese-speaking country, nationals, and 10 years for everyone else, plus an A2 Portuguese language test, a civic and history test, and a democratic-principles declaration. None of the ten nationalities this site covers are CPLP members, so the 10-year track applies to all of them. The residence clock now starts on permit issuance, not on the application date, and applications already pending before the change are assessed under the old 5-year rule.
Permanent residency, a lesser status than citizenship, still remains available after 5 years regardless of this change. That distinction is worth being explicit about with any client who has heard the older 5-year citizenship figure.
Investment options
The real estate route that many clients still ask about by name was removed in October 2023 and is not coming back for new applications. The fund route is what actually runs in 2026.
| Option | Amount | Who it fits | Note |
|---|---|---|---|
| Qualifying investment fund | €500,000 | Main current route since October 2023 | Must be a CMVM-regulated Portuguese fund with at least 5-year maturity at time of investment, at least 60% invested in commercial companies headquartered in Portugal, no direct or indirect real estate exposure, an independent custodian, twice-yearly NAV updates and an external audit. |
| Real estate route | Removed | No longer eligible for new applications | Ended by the October 2023 Mais Habitacao housing law. Do not treat a real-estate minimum as a current Golden Visa option. |
| Other routes | Varies | Capital transfer, job creation, donations | Technically still available at various minimums but far less commonly used than the fund route in 2026. Ask us if one fits better than a fund investment. |

Check my eligibilityWho this suits now
Portugal's Golden Visa suits investors who want EU residency and an eventual path to an EU passport, who can accept a materially longer citizenship timeline than pre-mid-2026 marketing may still advertise, and who do not need to relocate full time. Minimum physical presence for the permit itself remains light, historically averaging around 7 days a year, though citizenship itself requires genuine, documented residency, not just holding the permit on paper.
It is a particularly clean fit for Pakistani applicants, for whom an immediate Caribbean citizenship raises a genuine dual-nationality-list question since none of the four Caribbean programs we cover sit on Pakistan's approved list, while a residence permit avoids that question entirely at this stage. The same logic applies to Indonesian applicants, for whom Caribbean CBI functions as an effective citizenship change under Indonesian law, making a foreign residence permit the structurally cleaner choice.
The program survived a real period of political uncertainty. Its real estate route was removed by the October 2023 Mais Habitacao housing law, and outright abolition was discussed around that time. It remains active in 2026, running almost entirely through the fund route rather than property.
How the fund route and residency process work
The fund must be CMVM-regulated, with at least 5-year maturity at the time of investment, at least 60% invested in commercial companies headquartered in Portugal, no direct or indirect real estate exposure, an independent custodian, twice-yearly NAV updates, and an external audit. This is a materially more regulated structure than the property purchases the golden visa was known for before 2023.
Processing runs through AIMA, the agency that replaced SEF for immigration matters. There is no interview in the CBI sense, but the fund route requires KYC and AML documentation on the fund manager's side, plus AIMA's own biometric and document appointment for the residence permit itself.
A licensed Portuguese immigration lawyer and a regulated fund manager are standard, effectively necessary parts of a compliant application, even though there is no Caribbean-style mandatory licensed-agent law here. Gold Visa World acts as an advisory desk coordinating with these licensed Portuguese partners; nothing on this page is Portuguese legal advice. Our fund route guide goes deeper into how fund managers structure these investments.
Family and costs beyond €500,000
The €500,000 fund subscription is not itself a government duty, but expect fund management and subscription fees on top, which vary by fund, plus legal and application fees. None of these are optional extras to skip: they are part of the real cost of a compliant filing.
Spouse or partner, dependent children, and dependent parents of either spouse under specific conditions can generally be included on the same application without each needing their own €500,000 investment. Confirm current dependent-inclusion rules and per-dependent government fees with a licensed Portuguese immigration lawyer before budgeting a family total, since these rules and fees are revised periodically.
Frequently asked questions
Is real estate still eligible for the Portugal Golden Visa?
No. The real estate route was removed by the October 2023 Mais Habitacao housing law and is not available for new applications. The qualifying investment fund, at €500,000, is the main route running in 2026.
Did Portugal's citizenship rules change in 2026?
Yes, significantly. Under a Nationality Law change applying to applications submitted on or after 19 May 2026, naturalisation now requires 7 years of lawful residence for EU or CPLP nationals and 10 years for everyone else, up from a uniform 5 years previously. All ten nationalities this site covers fall under the 10-year track.
Do I need to live in Portugal to keep my Golden Visa?
The permit itself has historically required only light physical presence, averaging around 7 days a year. But keeping the permit active is different from qualifying for citizenship later, which requires genuine, documented residency, not just holding the permit on paper.
What is the minimum investment for the Portugal Golden Visa fund route?
€500,000 into a CMVM-regulated Portuguese fund that meets specific conditions: at least 5-year maturity at the time of investment, at least 60% invested in Portugal-headquartered commercial companies, no real estate exposure, an independent custodian, and regular audited reporting.
