The Economic Diversification Fund is the main route: $200,000 for a single applicant, or $250,000 for a family of up to four, following the March 2024 regional Memorandum of Agreement that set a $200,000 floor across the Caribbean from 1 July 2024. Dominica suits cost-conscious applicants who still want a long-established program, not a discount operator. It carries neither Grenada's US E-2 treaty angle nor Antigua's University of West Indies Fund, so it is a straightforward choice when neither matters to the client. Nigerian applicants choose Dominica alongside St Kitts more often than the other two programs, mainly on cost, and it is also a clean fit for Filipino applicants, whose Republic Act 9225 framework makes holding a second citizenship straightforward without losing the first.

It suits less well anyone from Russia or Belarus, both banned outright. Current industry trackers, not an official gazetted list we could independently verify, also describe restrictions on Northern Iraq and Yemen, with conditional pathways for North Korea and Sudan requiring ten years or more living outside those countries. On the regulatory side, the same EU pressure applies here as elsewhere in the Caribbean: an October 2025 European Parliament vote tightened the mechanism for suspending Schengen access over CBI programs, and a June 2026 European Commission letter asked Dominica and four other governments to phase out CBI by 1 June 2028. Dominica remains visa-exempt for Schengen as of this writing, with the Commission's next review due December 2026.

How the process runs, and what changed in 2026

Dominica requires every CBI application to go through an authorized agent; direct applications to the CBIU are not accepted from individual investors. Enhanced due diligence fees may apply for higher-risk profiles.
